Finelli Consulting Engineers (FCE), a Division of UTRS, is a privately-owned, client-focused engineering firm with an exceptional balance of public and private-sector experience. FCE was established in Warren County, NJ in 2000 by president Michael S. Finelli, PE, PP, CME. Our expert staff of licensed engineers, planners, surveyors, and environmental specialists prides itself on providing innovative, cost-effective solutions for clients and communities.

We have field offices in Washington, New Jersey and Easton, Pennsylvania.

FCE was acquired by Universal Technical Resource Services, Inc. (UTRS) in 2023, with no changes to our experienced personnel and outstanding service. UTRS supports FCE’s mission with nearly 40 years of also operating in the civil space and serving the New Jersey and Pennsylvania areas. UTRS supplements FCE’s services by delivering a wide range of scientific, engineering, technical, communications, and information technology services to the public and private sectors.
