KEY QUALIFICATIONS
Mr. Finelli has more than 22 years of progressive experience in the civil engineering field. His background includes structural steel design, geotechnical, civil and municipal engineering. He has been involved with design and project management for a multitude of both municipal and private clienteles.
Mr. Finelli has a great deal of experience with both municipal and private sector projects in both New Jersey and Pennsylvania. He has managed the design of various types of private design projects ranging from commercial site plans to residential subdivisions. Mr. Finelli has made many presentations and provided expert testimony before Township Councils, Planning Boards and Zoning Boards throughout the states of New Jersey and Pennsylvania.
He presently holds the position of Township Engineer for Franklin, Greenwich, Independence and Oxford Townships in Warren County as well as Lafayette Township in Sussex County. Mr. Finelli has a cumulative total of over 30 years experience as the Municipal Engineer of record for the previously referenced municipalities. These positions involve such services as municipal engineering, inspection and administration of various development projects within the townships, inspection and Certificate of Occupancy authorizations, Planning and Zoning Board reviews, grant applications, municipal improvement project design and contract administration, specification preparation, Master Plan updates and ordinance review and preparation. While serving as the engineer for Greenwich Township, Mr. Finelli was instrumental in developing the first GIS for an individual municipality within Warren County. Mr. Finelli has recently secured Planning Incentive Grant (PIG) awards for over 3,500 acres of farmland within Franklin, Greenwich and Harmony Townships.
Mr. Finelli’s work history as it relates to civil consulting and municipal engineering can be summarized as follows:
- 1985 – 1988: Project Engineer, VanCleef Engineering Associates, Lebanon, NJ
Responsible for design and management of subdivisions and site plans for various clients throughout Warren and Hunterdon Counties. Assisted Municipal Engineer with plan reviews and report preparation. - 1989 – 1995: Municipal Engineer, Schoor DePalma, Inc., Phillipsburg, NJ
Acted as Project Manager for private sector design projects including large scale subdivisions and site plans. Represented clients at Township meetings providing expert planning and engineering testimony in conjunction with the particular application under review. Municipal Engineer for the Township of Greenwich, Warren County, NJ. - 1996 – 2000: Branch Manager/Director of Municipal Engineering Services, French and Parrello Associates, P.A., Hackettstown, NJ
Held the position of Municipal Engineer for the Townships of Greenwich, Harmony and Independence, Warren County, NJ. Planning Board and Zoning Board Engineer for Greenwich and Independence Townships. Responsible for all typical municipal engineering responsibilities within these communities and performed Planning/Zoning Board reviews for various types of applications. As Branch Manager for the firm, was directly responsible for the supervision of a staff of fifteen (15) technical, field and administrative personnel. - 2001 – Present: President, Finelli Consulting Engineers, Inc., Washington, NJ
President and majority stockholder of Finelli Consulting Engineers, Inc. (FCE). Primarily, FCE provides civil engineering and municipal consulting services. Directly responsible for all corporate policy and financial decisions. Presently, employ a staff of fourteen (14) highly skilled engineers, surveyors, CAD draftsmen, inspectors and administrative personnel. Currently holds the position of Municipal Engineer for the following five (5) Townships: Franklin, Greenwich, Independence and Oxford in Warren County and Lafayette Township in Sussex County. Performs all duties and responsibilities associated with the position of Municipal Engineer for these five (5) municipalities. In addition to providing municipal engineering services, FCE has expanded its client base and now provides numerous other consulting services including boundary surveys, minor/major subdivision preparation, minor/major site plan preparation, septic system testing and design. FCE maintains an in-house soils laboratory to perform permeability testing in conjunction with septic system design work.
